Case Study: Ensuring Consistency of Criteria in Evaluation Scorecards

XYZ Eco Group used BSC Designer to automate and align evaluation scorecards across local teams, enabling consistent performance assessment and faster strategy updates.

Background

XYZ Eco Group used a set of indicators to evaluate the performance of local implementation teams. Most evaluation criteria were organized into scorecards tailored to each team. These included indicators for:

  • Pre-sale activities
  • Implementation efforts
  • After-sale maintenance and support

Challenge

The main challenge for the strategy team was maintaining consistency in the evaluation criteria.

As new business factors emerged and technologies evolved, XYZ Eco Group needed to regularly revise its criteria—adding new factors, updating targets, adjusting weights, etc.

These changes had to be reflected across all individual scorecards without compromising existing data, and with minimal manual effort.

Solution

XYZ Eco Group was already using the BSC Designer platform for strategy implementation and performance management, so extending its use to performance evaluations was a natural step.

To support this, the team automated performance assessments by creating dedicated functional scorecards within the same platform. With an architecture of aligned scorecards and a comprehensive performance measurement framework, individual evaluations could be directly connected to the broader strategic context.

To ensure consistency and save time when updating evaluation criteria, the strategy team used BSC Designer’s sync function. This allowed them to:

  • Establish a template scorecard
  • Create synchronized copies (replicas)
  • Keep those replicas automatically updated when changes were made to the template

Selecting the Sync Method

The team created a central template scorecard called “Evaluation Standards”, accessible only to the management team.

They considered two synchronization methods:

  • Method 1: Replicate the entire scorecard (via Tools > Save as… with Save and Keep Sync checkbox enabled)
  • Method 2: Sync specific items or branches (via Tools > Copy from the template, then Paste & Keep Sync into the target scorecards)

As the goal was to replicate the entire structure, the first method was selected:

Synchronizing the evaluation template with team scorecards using the scorecard sync method

Updating the Evaluation Template

During the next revision cycle, the strategy team updated the targets in the Evaluation Standards template for the upcoming evaluation period. These updates were then automatically synced across all local team scorecards.

In response to recent extreme weather events in the region, new metrics were added to the template by the management team to better reflect stakeholder value. These metrics—along with their definitions—were automatically propagated to each local team’s scorecard.

Items added to the evaluation template, as well as updated targets, are automatically synced to the replicas—scorecards dedicated to specific offices.

Reporting

Once the template was updated, local teams immediately saw the changes in their scorecards, including the new metrics and updated targets. For the upcoming reporting period, teams reported based on the revised criteria.

The results of these evaluations were automatically reflected in the Urban Greening Strategy Scorecard by data connection.

Outcomes

XYZ Eco Group used the BSC Designer platform to automate performance evaluation scorecards. Key benefits reported by the strategy and operations teams included:

  • Full automation of time-consuming updates to evaluation criteria;
  • The ability to revise evaluation standards more frequently, reducing the risk of inconsistent performance evaluations.
